Job Description

FHI360 is the lead partner of the USAID Challenge TB (CTB) project in Zambia, the USAID-funded global program to decrease TB mortality and morbidity in high burden countries. KNCV leads an international consortium with eight partner organizations. The overarching strategic objectives of Challenge TB are to improve access to quality patient centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms at national level and in six provinces of Central, Copperbelt, Luapula, Muchinga, Northern and North Western province. The three-year project will support the Zambian government to reduce TB-related mortality by 50 percent in the intervention provinces by 2019.

Basic Function
Under the direction of the NTP Manager, the MDR TB Medical Officer will provide technical and scientific knowledge to the design and implementation of technical strategies, programs or tools in the area of programmatic management of MDR TB. Working with the Challenge TB team s/he will provide technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. The MDR TB Medical Officer will assist the NTP to build capacity of country-level, regional and site level staff, and assess the current technical, scientific, managerial and operational efficiencies of the program. The MDR TB Medical Officer will work with the NTP team to ensure that program implementation adheres to appropriate technical standards and guidelines, and that programs are technically sound. S/he will provide scientific knowledge by staying current on evolving technical standards, guidelines, and program developments in the area of multidrug resistant TB.

Duties And Responsibilities
  • Work with the NTP team in coordinating the programmatic management of drug resistant TB (PMDT)
  • Assist in providing country level technical assistance and stimulate innovation in PMDT;
  • Conduct or coordinate projects in his/her specific technical area, in collaboration with internal and external stakeholders;
  • Take part in clinical management of DR TB patients, TA and mentoring of health staff from all levels on PMDT;
  • Collaborate with the PMDT Advisor working with CTB to provide coordinated TA to the program;
  • Work with local partners on PMDT related issues;
  • Contribute to the development and formulation of approaches and positions regarding PMDT in the framework of comprehensive TB control;
  • Assist with the national transition to community based PMDT and decentralization of drug resistant TB services and laboratories;
  • Work with the NTP on developments and innovations in PMDT;
  • Encourage and support in-country operational research;
  • Actively maintain personal in-depth knowledge of PMDT;
  • The MDR TB Medical Officer works with the NTP to improve access to quality prevention, early diagnosis and patient centered care for patients with all forms of TB in the framework of a comprehensive public health approach, to achieve better individual outcomes and the public health impact.
  • Contribute to the acceleration of the process of national introduction of new drugs and the shorter regimen for MDR treatment in Zambia.
  • Work with the NTP and local partners in proper implementation of PMDT as an integral part of quality TB control.
  • Supports linkages between Pharmacovigilance and TB programs including:
  • Provides training to relevant staff on pharmacovigilance procedures
  • Recommends action based on identified risks
  • Helps draft safety-profile assessment reports
  • Supports development of active Drug Safety Monitoring (aDSM) tools and protocols in preparation for the introduction of new MDR TB drugs and regimens.
  • Shares best practices and contributes to the knowledge base through participation in scientific forums and technical networks.
Qualification
  • Medical Degree or equivalent in health sciences
  • At least 5-7 years’ experience in TB and HIV health service delivery
  • Experience in public health management in TB/HIV related services
  • In depth knowledge and at least 4 years of post-qualification experience in the programmatic management of drug resistant
  • Up-to-date knowledge of WHO policies on all aspects of the management of drug resistant TB including new drugs and regimens
  • Experience in developing and managing projects in coordination with the MoH.
  • Provides technical support and guidance to staff and partners in the region and in country offices. Implements and monitors technical strengthening initiatives. Develops adoption and/or training strategy, designs and conducts training or adoption activities for a specific technical area. Creates scientific and technical material in area of expertise. Assists and gives guidance with development of proposals. Works with communities and partners to maximize local capacity. Evaluates programmatic effectiveness and provides technical assessment reports.
  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects.
  • Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s).
  • Writes and edits technical reports and documents.
  • Assists with publications, web pages, and presentations.’
  • Conducts searches of published literature on evolving issues in assigned technical area.
  • Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.
  • Responds to requests and inquiries from internal and external staff.
  • Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures.
  • Assists with the implementation of research studies by monitoring and documenting processes.
  • Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Prepares reports and papers summarizing project results.
  • Delivers presentations at professional meetings and conferences.
  • Ensures project implementation adheres to company strategy and remains technically sound.
  • Provides leadership and team building at the task level.
  • Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
  • Typically requires 5-8 years of managing data collection and technical assistance experience.
  • Proficiency with database management software and on-line search tools required.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.
